There is a bus in the summers that runs up and down the main road. We found a ride by asking someone though.

Looks like a great hike, I haven't tried this route yet, but I've done the Velma loop starting near cascade lake and ending at eagle falls.
Had a good time at Upper Velma Lake! Amazing views of Emerald lake and Lake Tahoe at the start!
