Zoom Level-Downloaded Maps to iPhone 4s

I experimented and it seems the maximum size map to save is 1G. I have plenty of available storage space on my iPhone. However, after I save the map is shows as 150M with a zoom level of 10-18. This doesn't allow me to see the level of detail that I would like. Is there a way to save the map and preserve the fine detail?

18 is the most detailed zoom level. The 1G is an estimate based on the number of tiles in at area, but the actual size may change depending on the actual size of each of the tiles.

Thanks Chris,
I must have something else going on.
Looking at the same area in airplane mode on a saved map, and then connected, there is no comparison in the quality of the detail.
The airplane mode is much, much worse.
I tried to upload screen shots to show you (both png and jpg) with no luck. Also I couldn't cut and paste.
So now, my one question went to two.
How do I post a screenshot? and
What am I doing that causes a loss of detail on saved maps?

Chris,
Some additional info. I downloaded maps for two separate areas. Both indicated 1G to start. Both ended up at 150MB. Both took well over two hours to download on a hi-speed wi-fi connection. I think in that time the data downloaded was much closer to 1G than 150MB and possibly didn't get saved.
Is there anything I could have done, perhaps in settings or elsewhere, to cause this problem?
